This is almost always a permissions issue — most commonly after a major macOS update.
What to Check
- Go to System Settings → Privacy & Security → Full Disk Access and add or enable Adobe Photoshop.
- In Privacy & Security → Files & Folders, enable Photoshop access to Documents, Desktop, and any other locations where your Photoshop assets are stored. Not sure where your presets are? Search for their location here.
- Quit and reopen Photoshop.
- Test a brush button again. The RA Panels' brush presets and actions are stored in custom folders — make sure Photoshop has access to those locations. You can find them by searching for these files:
- RA_Actions.atn
- RA_Brushes.abr
- RA_Presets.tpl
